As a reseller you can control your customers' access to the spam filter control panel. Although there is no necessity to create users for your customer for the mail to be filtered as all valid addresses are filtered by default.
Domain administrators
In additon you can create domain administrators and web users. The domain administrator will login using their domain as the username. Possible permissions available for Domain administrators include:

"Quarantine settings

To add a Domain Administrator go to the 'Manage domain users' page
To impersonate a Domain Admin click on the 
icon. You will now see what the Domain Admin will see when they login.
Web Users (End Users)
Indidual end-users can be be set up as web users. This means the can login to the control panel using their email address as user name. Possible permissions available are:

To add a Web User go to the 'Webinterface Users' page
To impersonate a Web Interface User click on the icon. You will now see what the web interface user will see when they login.
Permissions
Both Domain Administrator and Web User permissions are managed using the 'Manage Permissions' link.
